The Extraordinary Congress of DPR Korea Gymnastics Association

Hong-Su-Jong--PRKDoha (QAT), AGU Office, February 12, 2011: The Extraordinary Congress was summoned under the unanimous desire of all the members of the DPR Korea Gymnastics Association, pressed by fatal circumstances in which the DPR Korea Gymnastics Association has been suspended for two years from all activities by the FIG disciplinary decision.
The DPR Korea Gymnastics Association, affiliated to the FIG in 37th FIG Congress in Moscow in July 1958, is a sole governing body of gymnastics sports and therefore has responsibility for popularization and development of gymnastics sport in this country. The Association has made certain contribution to development of gymnastics at home and abroad since the day it was established on Oct. 22nd 1954.
However, irresponsibility of some officials in the Association caused the age problem of a HONG Su Jong and so it tarnished the Association’s reputation and all previous achievement. Furthermore it resulted in the penalty decision from FIG and accordingly, our team had been forbidden to participate in 2010 Artistic Gymnastics World Championship in Netherland and also in 16th Guangzhou Asian Games which were very significant events for the Association and for all gymnasts.
By the FIG decision, all activities of the DPR Korea Gymnastics Association have been suspended. The operation of the Association’s Head Office is almost in disorder, there is a tendency that many promising gymnasts want to leave, social support cannot be expected as much as before, it gets harder to find young boys and girls willing to do gymnastics, gymnastics clubs are to be closed, there is a lot of worry about the mass gymnastics activities and so on.
The FIG take the following decision during their FIG Presidential Commission
Suspend the gymnast HONG Su Jong for a period of 2 years, as of 6th October 2010 until 5th October 2012, and to forbid her to participate in any capacity in any  competition or activity authorized or organized by FIG, any Union, any National Federation, any club or any international or national level event, in accordance with article 42.2 c) of the Statutes;
Suspend the Democratic People’s Republic of Korea National Federation of 2 years, as of 6th October 2010 until 5th October 2012, and to forbid her to participate in any capacity in any  competition or activity authorized or organized by FIG, any Union, any National Federation, any club or any international or national level event, in accordance with article 42.2 c) of the Statutes;
Sanction the PRK National Federation to pay a financial fine of the amount of CHF 20’000.- in accordance with article 42.2. h) of the FIG Statutes;
Offset the provisional suspension of 30 days against the final sanction, in both cases;
Cancel the results obtained by HONG Su Jong at the 2003 Daegu Summer Universiade and at the Athens 2004 Olympic Games with all resulting consequences;
Transfer the FIG Presidential Decision to the IOC and FISU for the follow-up that will be deemed useful and necessary.

The DPR Korea Gymnastics Association requested to the NOC of the DPR Korea the positive cooperation to propose the fully- understanding and support from the FIG to gain the possibilities for the DPR Korea Gymnastics Association to take part in the 2012 London Olympic Games and to achieve the objects which was newly set up for the development of the gymnastics in DPR Korea.
